The BCCS Hopes & Dreams Peer Support & Resource Center in Dover, Delaware is a free, walk-in community space where adults living with mental illness can access peer connection, recovery support, and practical resources on their own schedule. Operated by Brandywine Counseling & Community Services (BCCS), one of Delaware’s most established behavioral health nonprofits, Hopes & Dreams is grounded in a simple and powerful principle: every person living with mental illness has the capacity to recover, grow, and prosper — and the journey is easier when you do not walk it alone.
What to Expect
Hopes & Dreams is open Monday through Friday from 7:00 AM to 3:00 PM and on weekends from 8:00 AM to 1:00 PM. No appointments, referrals, or insurance are required — simply walk through the door. Inside, you will find certified peer recovery support specialists who offer individualized attention, help members identify recovery needs, develop wellness goals, and connect to community services and social supports. The center also hosts peer-involved recovery groups where members gather to share openly in a supported, nonjudgmental space. Whether you drop in for focused support, casual connection, or just to be around others who understand, Hopes & Dreams offers a consistent, safe home base for Delaware’s mental health recovery community.
Who This Group Is For
Hopes & Dreams serves adults in the Dover, Delaware area who are living with or recovering from mental illness — regardless of diagnosis, treatment history, or current status in the system. The center is particularly well-suited for people who feel isolated in their experience, those navigating the often complex world of mental health services, and anyone who wants community and support outside a clinical setting. BCCS uses a broad, inclusive definition of recovery and does not require that members be enrolled in any treatment program. All adults are welcome.

Hopes & Dreams is a drop-in center — no appointment, registration, or referral is needed. Simply walk in during open hours: Monday through Friday from 7:00 AM to 3:00 PM, and Saturday and Sunday from 8:00 AM to 1:00 PM. The center is located at 621 West Division Street, Dover, DE 19904.
